LC in California(SFO) - different for IT field and other field

In 2002 September, my application and one of my friends application went to Federal - SFO for certification. He got certificatied in October 2002 ( took only one month) where as I am still waiting. He is in Civil Engineering field and me an IT consultant.

I think LC is geting certified for other field except IT. Any Idea?
