No, it absolutely makes no difference where the lawyer is.

It's advised that the lawyer be a Local, as you can go in person and get the things straightened when need, else no problem with the non-locals also.

Their might some local issues which local attorney might have faced. e.g. I know a case in which some issue regarding using advance parole where attorney from different area referred to a local attorney in Buffalo NY.

Apart from that if you get Interview some times local attorney may be helpful.
