Layoffs and LC

Folks -

Is there a limit on how the companies can justify layoffs in one group and hiring (LC) in another?

My company is going thru layoffs in some other groups, and that seems to be making the HR nervous. They are coming to a conclusion that RIR is not possible in this situation. I would like to know about ideas from this group to present to the HR.

Please advise!

If the layoff is only of a temporary nature, then the LC/GC process can continue. On the other hand, if it is a permanent layoff, then continuing the green card process may show bad faith on the company. This would make the approval of LC difficult for smaller companies rather big companies.
 
If there are layoff's it usually rings a bell with the officer, and they may issue RFE's, but if your company can show that none of the RIFed employees could have filled in for you it should not be a problem.
