lawyer and receipt notice

Hello. This is the first time I used this forum and it looks like a very helpful site. I hope somebody can give me an advice about my situation.

I hired a lawyer through internet in March 2002(bad idea). I sent all the material and the reference letters by April, and my lawyer e-mailed me that he filed my application. I asked for a copy of the application and the receipt number. For 3 months, he did not reply to my e-mail, phone, or fax.
I called Vermont Service center directly and found that they don't have my record. My lawyer finally e-mailed me in August and sent me the copy of the cover letter, but insisted that he did not receive any receipt notice, which happens often. The cover letter was dissapointing with typing errors, and the evidence shown did not seem enough for me.

To make the long story short, my lawyer claimed that he filed my application but did not receive a receipt notice. In February, he refiled the application and said that he got the receipt. Since then he hasn't replied to me. I am ready to discard this lawyer and find another one or do it by myself.

I asked to investigate my lawyer through "Attorney Registration and Disciplinary Commision"where they investigate allegations of misconduct by lawyers. I recommend to people who have problem with lawyers but don't want to sue them yet. They have the right to take away the lawyer's license. My lawyer did not have disciplinary problem so far.

1) Has any one had experience not receiving the notice and got an approval?

2) I've been calling VSC, but the line is busy all the time and I can't talk to anybody these days. Does anybody know a way to find out about the receipt number?

3) Does anybody recommend filing by yourself using "do it yourself" kit?
