Late RFI

I am writing on behalf of my friend, he has received RFI (Medical and G-325) on January 30, 2006, he was asked to turn in within 12 weeks and the due date is tomorrow(April 30), but his doctor won’t sign off the paper until Tuesday May 2 that is when his lab result will be ready. I guess he started the process late. He asked me to write him a letter explaining why he submitted the RFI late (by a few days). Right now, the only thing I can think of is he has moved and changed his previous address. Does a couple days makes a difference, I understand there is no right and wrong answer with USCIS, it all trial and error. I just need your suggestion. Thank you for your help.
