Language proficiency

Hello,
I have reviewed the other threads and as I didnot find a suitable response to the question that I am posing, I am starting this new thread.
I have a graduate degree with 7 yrs work experience. I seek to start a Canadian PR process. I have TOEFL (around 7 yr old) scores and have certificates to prove that the medium of education has been English (like US univ degree, school certificates, etc.)
Do I still need to take the Language certification test for English? (I am not claiming to be French proficient)
Have folks in this forum been successful in proving the language proficiency w/o the test and if yes, how?
Thanks in advance
