Landing in VanCouver - but connecting flight in Toronto

I am planning to land in VanCouver, but I have connecting flight from USA to Toronto then Toronto to VanCouver, I have around 1 hour wait in Toronto.

Will I have to do the immigration/paper work in Toronto or I can do it in Vancouver.

IF in Toronto, can everything be done in one hour including customs? Will the air line company be willing to reschedule my flight incase the process takes more than one hour?
