Labors are being rejected

Another friend of mine, had her labor rejected recently (Well actually RFE) .. but the standard response ..

a) Prove RIR
b) Withdraw app
c) File as regular Labor (non-rir).
 
Believe it or not, I have a friend whose company withdrew most of Labor petitions "temporarily" - to avoid rejection.
 
I've heard 3 cases like that so far.

For labor certification, companies have to prove that they could not find the candidate in US, and it is getting more and more difficult with the existing unemployment rate and given economy.

Whereas, to reject I485, INS has to reason that candidate is not suitable for immigration (that may include criminal history, fraudulent cases, a threat to society, sickness etc.)

which is still easy to reject on these grounds, if they want...
