labor substitution - urgent

Please someone help me.

I am planning to substitute a pre-approved labor. I have few questions about this labor. I want to make sure that I can use this.

The pre-approved labor requires the following:
1. M.Sc in Computer Science and 2 years experience
2. Position: QA
3. Skill Set: oracle, java, sql server (non-AS/400)

But I have the following qualificationds
1. M.Sc in Mathematics, PGDCA and I have around 9 years experience
2. My current position is Sr Programar/Analyst
3. Skill Set: AS/400

Can I substitute this labor. Please someone reply.

Substitue Labor

Clarification requested!

I heard from few friends that the substitue labor is no more an option. Can anyone please confirm if they either currently pursuing one or know for fact that it is not the case.

Pre-approved labor

Can we still use preapproved labor??? Is there a rule preventing this?? I would really apprciate if anyone the forum can answer this question.
