Labor State and Federal question Please Help

Hello Everyone,
I am new to this forum and I thank everyone for you support and help.
I have applied for my green card and have case date Aug 2001(california). I guess the process is, first I have to get state level apporval and then federal. My question is under processing time for state level california RIR is 7/3/2001 but federal level labor for San Francisco RIR is 10/29/01. Which means my federal level has been approved ?
can anyone explain me please.

It means

All it means is that currently state level are processing applications filed in July and federal level are processing applications that reached there from state level in October 2001. Since you filed in August 2001, your application still probably is at state level and might take few weeks to get processed. Hope this helps
