Labor Rejected

Hello,
Need a advice on GC Labor rejection

One of my friend got a notice that the GC labor has been rejected. And now the lawyer says that he has to wait for atleast 13 months before he appeals again or wait for another 6 months to reapply for Labor.

Is that true? Can some thing be done about it ? Please advice?

Did ur friend file I485 and then his labor was rejected?
or his labor was never approved in the first place?
If labor was never approved u should post the quesion in the appropiate forum, and with some more details too.
