Labor Gurus Please Help - Very Urgent

I am writing this on behalf of my friend. Here's the scenario...

2002 January filed Labor in RIR

2002 Nov. RIR Denied, got a letter to file in Non-RIR

2003 Dec filed in Non-RIR

When checked with DOL recently the representative said his case has been de-activated.


My question is,

What does the term de-activated means ?

Is there a way to activate again ?

His H1 expires (6 years cap) on Mar 2004, Is he elligible for H1 7th year extension.

I've heard that you can get the same priority date as the RIR on conversion assuming that and that the new labor has not been withdrawn he would the labor pending for more than one year and be eligible for extension.
But as guru's suggest better get a good attorney to check all the avenues and status as to where your friend stands with respect to the labor.

He should not wait and atleast start by checking with the company attorney as to whats going on with his GC.
