Labor from Rhode Island

Hello Guys

A lawyer for my prospective employer is suggesting to file RIR from Rhode Island which is around Oct 2003 and says it is better than NH. But I have not seen anything about Rhode Island in this forum.

Does anybody info about IT job market in Rhode Island.
