Labor filing in Philadelphia, application sent to Harrisburg ?

I work and reside in Philadelphia. My lawyer has sent my LCA for Green Card to Harrisburg, PA office.

I just want to cross check if this is correct? Does Philadelphia office also take in LCA applications ?
 
Yes. Mine was sent to Harrisburg too.

Philly stopped accepting applications in early 2004. Now it does not matter at all as all will be going to the BR(E)Cs.
 
Could you please clarify BR(E)Cs ?

I guess i am too naive to the process, could you explain me what you meant by BR(E)Cs? What happens to my application and how will it be processed?
