Labor done. should we apply for I140?

My friends Labor just got approved.
Cannot file 485 as Priority date is not Current. Is it good idea for his company to File for I140. What benefits will he get if he haS APPROVED i140.
Experts Please reply.
 
Also, He can change job (if he wants to ) and keep current LC's PD provided current company doesn't revoke his petition.

Anyone, please confirm...
