This question is for someone I am helping.

This guy has applied for labor in texas and more than a year has passed by, the lawyers have not applied with DOL at all. Any query with lawyers is unanswered and company HR is useless. Is this a common scenario?

Can someone tell me why this happens. And anything an applicant do about this?
