Labor certification phase and H1B

I left US about 16 months ago. Before I left US, I was on H1B visa and my green card application was at Labor certification. I am planning to work with the same company. With this scenario,

1. Do I need to start over my green card application? or Can I resume my old application?

2. Do I need to re apply for new H1B? or I can just transfer my old H1B?
