labor certification lost jim/jaxen help

the chicago dol has lost my friends approval petiion for labor
it has been two months since he got approved... the dol is asking him to go ahead and file for his i 140 saying that nebraska would contact them for the labor certification. can he do so and can he also file his i 485 also.what are his options?

I have the same problem. Even though my Labour was approved, lawyer did not receive the approval letter. I have gone ahead and applied for I-140 and I-485. But I-140 is taking time as INS has to get the approval letter from the DOL.
