Labor Certification for Second year residents

Can I apply for labor certification and green card for a future job that I would be accepting after completing 3 year IM residency. I am in the second year now. I have applied for WI state physician licensure which requires only 1 year of residency. Any idea if my labor would get cleared? Any similar situations.

You must meet all the qualifications for the job sought and indicated in Labor Certification at the time of submission of LC.

Therefore, if one of your future job requirements is completed IM residency, you'll have to wait until you graduate. If it is "general practice" that only needs one year of GME, then you can apply as soon as you obtain unrestricted medical license.
