Labor certificate exemption for L1b visa

My friend is on L1b visa for company X,and was previously for its subsidary in india for more than 1.5 yrs and before that 2yrs on H1B .On behalf of him I posting this question in this forum.

1.His company is willing to apply his GC,but he need to know,if L1B visa status is exempted from LC?
2.If not,what other options are available to cut down LC processing? A pre-approved LC?Can company use ex-employees LCs,who left or laid off in the mid way of GC process.

Please advice,any kind of suggestions are welcome.

The reason no one has posted answers to this question is probably bcoz this is a consular process thread. If you post this question in the Labor Certification thread you will get a prompt response.
