L2 when H1 is admin processing

Hi,
I am in US on L1. My wife [she is in India] has H1 petition. But her VISA went for adiminstrative processing and we are not sure how long that would take.
Now, I want to process L2 for her, through my company, so that she can come to US on L2, wait until admin processing is completed and then go to India to get her H1 stamping.

Will her L2 appearance impact her H1 admin processing and vice versa? Will they even allow L2 appearance, when H1 admin processing is pending?

Can a person travel to US when admin processing is pending for other VISA?

Will there be any legal complications.

Travelling to US on L2 should not be a problem. AP may be to check background, company and self credentials
