L2 to H1

Hi,
My sister will be coming to US on L2 visa next month. How hard is it for her to convert from L2 to H1 visa. She has an Engg Degree and 2 years of experience in India. Any leads or advice in this regard will be greatly appreciated.

There should be no problem to change to H1b in case a visa is available and she can find a sponsor that is willing to hire her in a position requiring her qualifications. However, I do not see the point since she can get unrestricted employment authorization (EAD) as a spouse of an L1 visa holder.
