L1b-H1B transfer WAC Number--Please help

Hi,

I am on L1B right now and my new employer is filing H1B for me.
He is telling even before my approval comes I can work for him as long as I have the WAC Number for his petition.
Can any of you please clarify this.
Would really appreciate your help on this.
