L1A visa extation

You can extend from within the US, you should get the extension and a new I-94 when approved.
I think you are technically eligible to file extension 3 months before expiry (or is it 2 months, not sure). For how much time it takes, see the uscis processing times website, it has info on what cases they are processing now. If you want it even faster you can apply for premium processing and they should do it within 15 business days.
You can definately file gc at this stage, being on L1A your husband doesnt even need a labor cert. He can directly apply for 140/485 concurrently. In fact when you apply for 485 you are eligible to apply for an EAD which means you may not even need to extend your L1 if you dont want to, consult an attorney for the best advice for which option to pick based on your current circumstances.
