L1 Visa to H1B Conversion---Urgent

I am staying in USA on L1 Visa since 2001. My L1 visa is from company B. Also I had H1B petition from company A that I got in 2001 . I did not use H1B from company A for my stay in US and it got expired in 2003. Now, I want to convert from L1 visa to H1B visa.

For this can I use my old H1B petition
or
do I need to go through the normal H1B quota process to get H1B.

Any information in this regard is greatly appreciated.
 
If H1 was revoked due to not used, H1 cap applies

Since you didnot use H1 approved, company may have revoked it. If that is the case, then H1 cap applies and fresh processing may be needed.
