One of my friend worked in USA on L1 visa for few months last year (2004). He haven't filed his taxes yet!! Does he have to file tax return? If so, what are his options now? AFAIK, he must have earned < 3K. TIA!

Depends on your nationality, i guess

I had to file both US and Canadian taxes because I am a Canadian Citizen but moved to US last year in May 2004. It sepends if you are a deemed resident, I think they have a 183 day rule. If you have spent more than 183 days in the U.S., then you are a deemed resident. but, yes taxes need to be filed.
