L1 to Student status

I am currently working on L1 visa. Thinking of doing masters from Jan.
I am told by the university that i have 2 options to be able to join the school.

Option 1- Apply for F1 visa - but this takes 2-3 months.
Option 2- Leave the country and renter with 1-20 stamping. This way i can join the school in Jan

I am thinking of going for option 2. Could you pls help me with these questions ...

1. Can i goto Canada or Mexico to get the I-20 stamped. What are the chances of denial? Any points to consider.

2. If i get rejected can i reenter US on my original L1 visa.
 
No third country COS in Canada or Mexico at this time.

As long as your L1 is not cancelled, you may re-enter. It is up to the VO as to the disposition of existing visa stamps.
