L1 to L2 & Apply for EAD simultaneously

I am currently on L1 Blanket visa, i resigned my job recently and i am getting my L1 to L2 visa status change.

Can I apply for EAD simultaneously with the change of Status from L1 to L2.

Also how long will it take fo Change of Status from L1 to L2 and EAD??
