L1 to H1 COS - Need Help

I am currently on an L1B visa. DIFFERENT EMPLOYER "A" has my approved H1B from 2006 quota with no COS(change of status).

Now, if employer "A" needs to apply COS to get new I94 for approved H1B, what are the forms we need to apply?. How much time this process will take?
please share the steps for COS.
