It's not the L1 visa per se, it's that many people who qualified for an L1 also are able to qualify for the EB1 multinational manager category, because the requirements for both are similar. Since EB1 is almost always current, retrogression doesn't affect them, so they sometimes get their I-485 approved in 3 or 4 months.
