L1-B restamping?

Hi,

My wife is on an L1-B - the petition is valid for three years( the validity on the I-94 is till OCT 2005) but the visa stamping expired in OCT 2003.

Will she be able to get it restamped in the country it was obtained or will she have to go through the whole process of getting a new petition all over again.
