L1 B (Individual) expired without travel

I had my L1 B (Individual) stamped on May 2007 for three years. However, I could not travel to US during this period due to personal reasons. The visa got expired in 2010.

My company is now re initiating my L1B (Blanket) processing soon. But I am worried for a few things:

1) I have heard that if someone does not have a L1 B visa stamped previously he or she is not getting fresh L1B stamped and the reason cited for this is "lack of specialized skillset". Although I had my L1B stamped I did not travel to US during this period. Can my visa be rejected on similar grounds (lack of specialized skillset)?

2) My previous stamping was L1B (Individual) since I was from a non computer science background and I was having 2 years of experience at that time. Since I am having 6 years of experience my organization is initiating L1B(Blanket). Will this have any impact?
