if you use TTS services and submit your documents for getting h4 visa first time then is there any chance that interview will not be required if you have all the sufficient documents? All you have to always face an interview if it is your first USA visa?

Normally, all applicants for U.S. visitor visas must be interviewed. You may use the "Drop Box" to apply for a visa without a personal interview if you meet any of the following criteria

Persons renewing or replacing a visa of the same category provided the previous visa has not been expired for more than twelve months.
Persons sixty years of age or older, provided they have not previously been refused a visa.
Children under fourteen years of age where both parents can demonstrate that they already have U.S. visas and that they are physically present in India.
Government officials on official travel for the central Government, regardless of the type of passport they carry (applications should be accompanied by a diplomatic note).
Diplomatic passport holders (applications should be accompanied by a diplomatic note).
