I140 STILL AT CONSULATE, THEY TELL THEY SHOULD RECV TRANSFER REQ FROM INS

I sent them a email and had spoken to them earlier. Details could be got from chennai consulate website.

File is with them and they dont forward till INS asks for the same, INS tell that they have already requested for the same.
