K3 visa process - questions

I realize that this is the wrong sub-forum but it does seems to have far more posts related to K3 than the sub-forum dedicated to this topic.

Here's the background - I became a US citizen back in July and would like to get married to an Indian citizen in a few months. I was wondering if someone here had a realistic timeline for when my future spouse would be able to join me in the US ?

Some questions I have are

1) Given that it is taking 3-4 months for USCIS to even acknowledge I-130 filing and the NOA is a pre-requisite for filing the I-129F, is it possible to file I-129F without a I-130 NOA ? The I-129F provision was added because I-130 was taking too long and it would defeat the purpose if we had to wait 3-4 months just to get an acknowledgement of a I-130 filing.

2) None of the processing time bulletins seem to have timelines for the I-129F (K3). Where exactly is this supposed to be filed ? The service center (VSC in my case) or the Chicago lockbox ? Has anyone here come across timelines for recent K3 cases (haven't been able to find any on this forum).

1- No. If you are getting married first and then try to bring your spouse here you have to file I-130 first and after recieving the NOA you send a copy along with you I-129F.
In another case if you are bringing her as your finace, you can file I-129 and then when her file was processed and she is here in the US then you can apply I-130 I-485 and whole bunch of other forms with it.

In the above chart you will notice two different category K-1 K-3
K-1 is for fiance of USC and k-3 for spouse of the US citizen
 
Direct Processing in Turkey,

To file a petition in Ankara, a U.S. citizen must be residing in Turkey at least for the last six months.
I won't be eligible..
