If we didn't get married within 90 days and I had a job by that time, can I change my visa/status after 90 days to a working/employment visa/status?

And by any chance, do you know any attorny/immigration advisor in Norfolk, VA and how much (roughly) would be their charges?

Probably. But you might have problem later on when you file for permanent residency (green card) due to your 'intent' of entering US.
