I feel the disappointment too. July visa update (retrogression) is imminent but I don't feel that all visa categories will become unavailable. After this crazy circus, I think that nobody has a clue (including USCIS) about the demand for visa numbers. They (USCIS) jumped the gun by making all categories current in July, which I never really understood the rationale behind. It was a mistake from the beginning, but making all EB categories unavailable would be even a bigger mistake.

I am certain that an update to the July issued on Monday or Tuesday, but I don’t think that all categories will become unavailable. Worst case scenario would be to move dates back to the same as in June visa bulletin. That would be the prudent thing to do.
 
I think who jumped the gun was...

... DOS, rather than CIS. There must have been serious mismanagement and glaring lack of coordination between the two sides (unless they simply cannot do even simple arithmetics) and I can picture those morons pointing a finger at each other (esp as AILF is threatening a lawsuit).

There are a lot of variables involved and we really need to wait till next week and see what will actually happen. If they do indeed revise it for unavailability and AILF files a lawsuit against them, it sounds like on the legal ground things are on AILF's side. So hopefully DOS/CIS might be trying to find a less blatant way to handle the situation just to avoid a legal battle. Fingers crossed.
