Just landed in Toronto, Can I move to Montreal

Hello Everybody;
I have just landed in Toronto three days ago. Can I move now to Montreal-Qubic and get a SIN number and health insurance card from there? And if yes, is there a certain waiting period for getting a health insurance in Montreal-Qubic or not?
