Just I 140 ???

Hi

We have a UK and US company and believe we can

1. Do L1 inter company transfer

or

Just do I 140 for office manager working and living in UK


Or, Can we file I 140 and I 485 for office manager concurrently in the US even though he works for UK company and currently lives in the UK

If this is possible, how would he visit the US in the meantime ? Would he continue with a visa wavier?
