Just got back from Germany

I just came back from Germany. What a beautiful country!
My port of entry was Newark and everything went smoothly. I went to the visitors lane because it had less people and I had an I-94 in hand. The immigration officer didn't know what to do, but was polite with me. She had to go ask someone, and next they took me to secondary inspection. However, it wasn't as bad as I imagined. It probably took less than 5 minutes. The officer just called me to verify that I was the same person in the picture, then he gave me my RTD and said I was set to go.
I had more trouble entering Germany. The immigration officer took what seemed an eternity (probably just 5 minutes) and asked to see my ticket to return, credit cards/money, and asked where I was going. At the end he went to ask someone something and finally let me in. I think I just had bad luck because he looked mad even before I went to him.
Anyway, I don't think it is not too bad to travel under RTD :)
 
I am confused guys, which german state do not require a visa with a refuge travel document. I was told it's not the whole country only Frankfurt do let you in without visa. Help me out guys!
