She got an answer from USCIS. Response as follows:
THey are still pending the background check and yes it was submitted. If they check your background and your name or birthdate is common, then they have to check and make sure that you are not someone they are looking for. While they want to clear all of this up, they sometimes have to wait on other agencies to complete certain parts of an investigation. She also said sometimes your file is just sitting there waiting for someone to complete it but they just don't have the resources to do so. She said unfortunately congress gave them this charge and they are trying but they have an enormous back-log. They do not want this anymore than we do. It's not discrimination or about someone not doing there job in the FBI, they sometimes have to wait for other agencies and that sometimes creates a long wait. They wouldn't give her any more information, that's it.
