Just a general observation of how DOS will have spent (read wasted) at least one whole year or more in this visa retrogression trick they have adopted.
In essence, since July 2005 they have made visa numbers Unavailable for EB3 category (we all know that EB3 is the largest category of applicants). Then moving the dates back to 1998 since October 2005 and then moving them up ever so slowly has not helped most candidates.
March 2006 bulletin is already out and all EB3 categories are still suffering, with EB3 India doing one of the worst. It will soon be July 2006 (remember July 2005?) and the PDs would be stuck somewhere around mid 2001.
So, if anything we have all but wasted one whole year with zero accomplishment from DOS. People who had approved (or approvable) I-485s in July 2005 but no visa number are exactly at the same place one year later. Not to mention that they got to that stage after 4-6 years of filing labor.
It would have been more candid of DOS to openly come out and say that they have put a FREEZE on new GC issuance (because of economy, 9/11, outsourcing, etc, etc.).
