1.) suppose i change a job now, and that the quota of H1 is over..will i have to wait till i get my new H1 to start the job at the new firm?

2.) or am i excempt from the H1 limitation rulez!

3.) or is it a better idea to keep the job u have and Be happy;-)

IN most circumstances you will not come under the H1 annual quota. You can also begin to work once the application for H1 transfer is filed and you have the original receipt notice from USCIS.
The one case where you cannot do so is if your current employer is H1 quota exempt ( a university for example) and your new employer is not.
