My understanding on the way IV are scheduled is as follows:

1) The Service Center will receive your N400 Application.
2) They will request your file from the main storage facility.
3) Generate request for FP.
4) Scheduels your Interview with the District Office.
5) Send the whole file to your District Office for Interview.

If the above sequence is correct then , how come I received the Descheduling notice from the Service Center and not from the District office ?

Thanks.

Yes, but that's not supposed to be that way. They just do that to have it appear as if the processing times are getting down. The consequence has been that they face a lot of lawsuits after the infamous 120 days.
8 CFR 337 states that the interview is only supposed to be scheduled once the namecheck is done. My suspicion is that to cut down on the number of lawsuits, they may have gone back to this.

Wouldn't be easier to contact the FBI and to ask for an expedite name check when the time for interview comes...the way they do it when they're about the face a District Judge

And everybody will be happy that way
;)

If it is the case, i guess less people would complain about the name check, but they start complaining about 1) rescheduling and 2) long waiting for the interview.

Thanks JoeF , as usual your advice is highly appreciated. I have known you on this forum for almost 6 years or so now, even before they upgraded the website into the current look, I have not, even once sensed any disrespect or provocation.

As confusing as it is , I was just trying to make sense of how/who makes the IV scheduling/descheduling.

Yes , JoeF , I still remember the first question I asked back then , which was the Green Card Categories, and you gave me the references ( I don't expect you to remember though ). I used to use different screen name and when they switched to the new website I was not able to log in, I started to use the current screen name. ( Believe it or not, I still have the copy of that page I printed out for my reference.) .

For all the contribution and your time you spent in this site I wish I could say better than Thank you but Thank you very much, now that you have your oath and done with the process , you could have easily walked away , but that is not who you are.

Just to set records straight.

Interesting I too could not log on after the web site changed in mid 2002, and no one would reply how to log on! I had brb screen handle then:)

This is one of the best forums on immigration. The traffic is real good here.

You are actually trying to put logic in the way USCIS functions????

I think the answer is "chaos". I received the descheduling notice THREE (3) days after the schedule notice. More than 6 weeks before the interview. And the deschedule notice was dated on a Sunday! No logical reason for this. The initial scheduling notice was dated only 5 days after the FP date, two of those being in weekend. Looks like they scheduled me by mistake and then 3 days later some computer program said "ooops", let's deschedule!

USCIS The Puzzle

USCIS is still trying to figure out what exactly USCIS is all about !

When thats resolved rules & procedures will be put in place and then it might be more SENSIBLE trying to build the JIGSAW.

Thanks All, As it is , I am not able to make sequential pattern or logical argument ~ and any sense to all this any more.

I will wait and schedule an infopass later in the month to check the reason.

Regards.
