If this is the case, then, why some applicants after the interview are told that their background check is not complete. ? Or is this procedure unique to CA only? Just weird???

This is for INS Service Center in Laguna Niguel, CA.

They are supposed to have everything finished before they send the file to the DO. But, to speed things up, they are nowadays usually sending the file to the DO before the namecheck is done. They just hope that the namecheck is done before the interview. In some cases, the namecheck takes longer...


And sometimes, Service Centers to report a smaller backlog number send the files w/o FBI's Name Clearance to the DO for interview...creating a backlog at the DO...but, what the hell is not their problem anymore...until recently when, in many ocasions, they found themselves facing a District Judge ;)
 
CIS alleges a 6 month time for N-400. That is for the service center to process it. So that is what they are doing. My case was moved to the local DO one day before the 6 months were up. Therefore VSC can still say that they met the time goal. Never mind the fact that they sat on it for that long...

How does the 6 months count? Is it from the Priority date to oath?
I am in the bay area and waiting for the security check clearance. My interview was done on 03/17/2006 in SF. It seems that you wait about 3 months to get it done after the interview, is it true?
 
Interestingly the website from Pete (below) does not even mention about FBI name check as part of the naturalization process. I guess most people don't know the difference between finger print check and name check.
