The job requirments are MS in accounting and 1 year accounting work experience.

I am wondering if posting a job opening at a campus placemnt office fulfills the one of the 3 additional recruitment steps for professiona jobs? Someone said that's only OK for the job requiring a degree but no experience.

This probably would fall under campus recruiting. You should follow that procedures. Get a letter from the placement office stating that this was done.

Accounting experience could and likely should be pre-MS.
