Yes, it is for citizenship. Well, nobody can peremptorily say if that will be questioned by INS. However, nobody can dispute the fact that such a thing can certainly be questioned to understand the "intent" of the person. In other words, anything and everything can be subject to scrutiny for the citizenship interview -- including any benign traffic violation. However, whether such a transfer of job or a benign traffic ticket would mar one's prospect of becoming a citizen can only be gauged by other factors governing the case. In other words, there isn't a clear black-or-white answer to your question.
