Need to change my name to LuckyCaptain. I think it all has to do on the office who the application was sent to. The ones stuck are the Mesquite ones.

I thoght there is only one address (Mesquite, TX) where you can file 140 / 485. . .

What are the other offices where you can file?

But I have to admit this is an interesting case. 140 in 15 days....I can't believe it.
