J2 to H1b - should I come back to homeland to get the visa?

I am now on J2 visa with working permit.
I want to convert to H1b after my spouse got his J1 waiver. The question is: should I come back to homeland(or any other country outside USA) to get the new visa? or just send application to USCIS? If the visa is rejected or checked, can I enter USA again to apply for another visa or waiting for the approval of check?

no you need not go out of the country to change the visa status just mentions change of status within the country
