J1 (with 2yr HRR) to TN?

Hello, Everyone.

I am currently a Canadian citizen holding J1 status in US. Since the 2yr HRR rule applies to me, I can not change my status to H, L or K. Does anyone know if I can change to TN? :confused:

INA 212(e) 2Y HRR & change of visa status

If you are subject to INA 212(e) 2Y HRR you are NOT ELIGIBLE for a change of your status, inside the United States, from J to any other nonimmigrant classification except A or G. The A classification includes your home government’s diplomats and representatives to the United States government, and their dependents. The G classification includes your government's representatives to international organizations, such as the United Nations, and their dependents.

INA 212(e) 2Y HRR do not prevent you to apply for any nonimmigrant visas (B1/B2, F-1, J-1, M-1, O-1, TN, etc.) outside USA (e.g. in Canada or Mexico) except H, L, and K classifications.
